My vote is for Frodo Smackins. When I came to XWF, he and I actually started out on the wrong foot. Since then, we've cleared the mess up and he, more than most, has actually made me feel very at home here. Not to mention that he seems to put in a lot of time and effort into making those weird ass promos. I love 'em. Still get a chuckle from one of his recent ones where he calls GT the "Jolly Asperger'd Giant". Fuckin' hell I nearly died when I first read that!

As for an honorable mention:

Justin Sane. From awesome banners to his promos, he has shown a great amount of work and detail in everything he has done, even when he was sick during War Games, he still managed to get a couple rps out. I hope to keep seeing great things from him.
