I hate to be 'that guy' but I'm going to go with Norman Bates. The original slasher! He basically set the standard for all movie serial killers that followed him. Vorhees and Myers included.
Why pick Bates?
Because everyone ran from Jason and Michael while Norman was able to lure his victims in with kindness and then tear them to pieces when they were at their most vulnerable. While they were taking a shower. He was so good at deceiving his victims in fact, that he even trained himself to manipulate his own vocal chords so his victims would believe he was having an actual conversation with his mother! In my mind, the art of deception is a VERY useful tool as a killer because it gives you more leverage over your victims than any amount of strength or stealth that Myers or Vorhees were capable of.
