Just jumping in real quick to address what seems to be the biggest confusion here...
In the event that attacks would bring down the hours, we'd obviously have a sensible limit in place for the MAX level of reduction in hours that can ever happen. Probably my own fault for wording it poorly in my bolded quote above. Sorry about that!
