That seems pretty fair. The only thing I would caution against is putting much stock in someone's record when determining title shots. Records can be pretty misleading in cases.
I liked the idea of their being certain levels of Xbux being needed for title shots but as time went on it pretty much became meaningless since title shots were either agreed upon by the challenger and champ or because management rewarded people for consistent effort by giving out title matches/contender matches regardless of Xbux.
I definitely think consistent effort should be the most important thing when looking at who is and who is not getting title shots.
