Is a segment the same thing as a promo? I know that's kinda stupid to ask, but I'm asking it because it has to do with both my promo and my segment?

Yes and no. A segment is something you write up and submit to be added to the shows results. The segment itself can be a promo if you'd like it to be(this segment, promo or otherwise has no bearing on who is judged to win your match) or the segment could be something completely different like an attack on another wrestler or a backstage interaction etc. Typically when people say promo they mean roleplay.
