No, not actually. I've been attacked without being asked. I think its fun actually. Even if I choose to do nothing about it at the present time, I always reserve the right to do it in the future. Makes things more exciting, unpredictable.

Ultimately, it's up to respective GMs. Certain things may be off limits at certain times. There are a lot of variables, but at the same time, the option is there for characters to attack other characters. In fact, I'd greatly encourage it from time to time. As a GM myself, I love receiving attacks. I like being challenged to think of a creative way to slip in a random attack into a match or what have you.
